Position Title: Fundraising and Public Relations Officer

About PARC:
PARC is a pioneering national development organization established in 1983 by a group of Palestinian volunteers with the mission of strengthening the resilience of Palestinian farmers and marginalized groups, promote sustainable rural and agricultural development, and support community-based organizations to manage and protect their resources.
With over 40 years of experience, PARC has implemented hundreds of humanitarian and development programs across the West Bank and the Gaza Strip, benefiting thousands of Palestinian farmers, women, persons with disabilities, displaced households and beyond. With an emphasis on food security, natural resource management, economic and social empowerment, and advocacy for the rights of rural communities.
PARC operates through two headquarters in Ramallah and the Gaza Strip, 13 branch offices, and three training centers, reaching more than 180 localities each year. Backed by more than 200 professional staff and a strong volunteer network, the organization has built solid partnerships with local communities, universities, the private sector, and international donors.
Job purpose summary:
The Fundraising and Public Relations Officer will play a central role in expanding PARC’s partnerships and resources, while ensuring clear, professional communication with donors, partners, and the wider public. The officer will work closely with program teams to identify funding opportunities, develop strong proposals, and contribute to the visibility and credibility of PARC at national and international levels.
Key Responsibilities:
· Identify and track funding opportunities that align with PARC’s mission and program priorities.
· Develop and write concept notes, proposals, and donor reports in coordination with program teams.
· Cultivate and maintain relationships with donors, partner organizations, private sector actors, and relevant institutions.
· Ensure timely submission of high-quality proposals and reports, following donor standards and guidelines.
· Coordinate the review, editing, and finalization process of all fundraising documents.
· Represent PARC in meetings, networking events, and conferences, when required.
· Contribute to strategic communication initiatives that enhance PARC’s visibility and advocacy efforts
Job Requirements:
Education & Professional Background
· Bachelor’s degree in business administration, public relations, English, Communications, Development Studies, or other related fields (Master’s degree is an advantage).
· Minimum 4–5 years of experience in fundraising, proposal writing, donor relations, or public relations—preferably with NGOs or development organizations.
· Proven track record in developing successful funding proposals and donor reports.
Skills & Competencies
· Excellent command of English (writing and speaking); proficiency in Arabic is required.
· Strong writing, editing, and reporting skills.
· Ability to build and maintain positive relationships with diverse stakeholders.
· Strong organizational and time management skills, with the ability to meet tight deadlines.
· Proficiency in MS Office (Word, Excel, PowerPoint); experience with digital communication tools is an asset.
· Strong teamwork and collaboration skills, with the ability to work across departments.
· Creativity, initiative, and adaptability in a dynamic work environment.
· Knowledge of a third language is an advantage.
