Eng. Salam Saeed Al-Zagha

Eng. Salam Saeed Al-Zagha

Eng. Salam Saeed Al-Zagha is a specialized consultant in the electric power sector, accredited by the Engineers Association, with extensive experience spanning several decades in electricity systems planning, development, and utility management. Since December 2020, he has been working as a Technical Advisor for the Project Management Unit at the Palestinian Energy Authority. He has also provided consultancy services through TETRA TECH to support the Palestinian electricity distribution sector and prepare a five-year investment plan for distribution companies under a project funded by the European Investment Bank (EIB). Additionally, he worked as a Power Systems Planning Consultant and Electrical Network Analyst for the Lesotho Electricity Company (LEC) in Africa through the Portuguese company GESTO. He contributed to renewable energy feasibility studies, including solar and wind energy projects implemented by SOFRECO and funded by the French Development Agency (AFD). He also participated in sector assessments and development studies in Palestine with international firms such as Deloitte and RTI, and worked with COWATER on improving electricity services in West Jenin villages and assessing their readiness for solar energy integration. Furthermore, he contributed to feasibility studies for biogas projects from wastewater treatment plants with the Palestinian company MASADER. From 2016 to 2019, he worked as Lead Consultant for Utilities and Distribution Companies with AECOM, implementing the Palestinian Energy Program, aimed at reducing technical and commercial losses and supporting the Palestinian Transmission Company, including financial, administrative, and billing systems, as well as SCADA implementation for power monitoring and control. Previously, he served as General Manager of the Jerusalem District Electricity Company branch in Ramallah and Al-Bireh, and later became the General Director of the Northern Electricity Distribution Company, which he helped establish and lead for seven years. His career began in 1981 with the operation and maintenance of the Nablus Municipality Power Plant (23 MW), the main electricity source for the city and surrounding areas. He later held senior positions within Nablus Municipality Electricity Department, including Deputy Director (1996–2005) and Director (2005–2008). Eng. Al-Zagha has also played an active role in professional union work, serving as Vice President of the Engineers Association in the West Bank (1992–1996) and President of its Nablus branch (1990–1992). He has represented various institutions in international conferences and has presented technical papers on electricity, energy, and sustainable development. He also founded the “Nablus Municipality Retirees Association” and chaired it between 2021 and 2024. He is an active member of the Agricultural Development Association (PARC), where he served as Head of the Control Committee (2020–2022) and later as Chairman of the Board of Directors (2023–2026), and was re-elected for the 2026–2028 term. Eng. Al-Zagha holds a Master’s degree in Electrical Engineering from the Polytechnic Institute of Bucharest (1980). He has extensive experience working with international organizations including the European Union, World Bank, United Nations agencies, and the private sector.

Mr. Nasser Mustafa Khalil Al-Far, born in 1969, is married with four children. He currently works at the Palestinian Ministry of Labor as the Deputy Director General of Inspection and Labor Protection in the Gaza Strip. He resides in Gaza – Sheikh Radwan. He holds an advanced academic qualification (Higher Diploma/Master’s equivalent) in Electromechanical Engineering, specializing in Automatic Control of Industrial Units and Technological Processes, from Kharkiv State University in Ukraine. He also holds a Diploma in Vocational Trainers’ Educational Qualification from the Islamic University of Gaza in cooperation with the German Technical Cooperation Agency (GTZ), as well as specialized training in operation and maintenance of heavy construction equipment. Since joining the Ministry of Labor in 1995, he has held several progressive positions in vocational training, labor inspection, planning, and occupational safety and health, ultimately serving as Deputy Director General of Inspection and Labor Protection. He also has consulting experience in electrical and electromechanical engineering, in addition to practical experience in elevator installation and maintenance. He has participated in numerous professional training courses in vocational training management, strategic planning, leadership development, crisis management, social dialogue, and occupational safety, firefighting, rescue, and emergency response. Mr. Al-Far is an active member of several institutions, including the Agricultural Development Association (PARC), where he served as Board Secretary and later as Vice Chairman of the Board of Directors. He is also a member of the Engineers Association in Gaza and the Abdul Shafi Health and Community Association. He is fluent in Arabic and Russian and has a good command of English, which enhances his ability to work in diverse professional environments.

Mr. Sameeh Abu Hasheesh is a Palestinian journalist, writer, and human rights advocate born on 3 January 1956 in Al-Naqoura village, Nablus. He holds Palestinian ID No. 986455640. He earned his Bachelor’s degree in Arabic Language and Literature from Beirut Arab University in 1978. He has extensive experience in journalism, having worked as a writer and editor in several newspapers and magazines, including Al-Rai Al-Aam newspaper in Kuwait (1980–1990), Al-Tali’a Al-Maqdisiyya newspaper (1991–1995), and as Editorial Secretary of Al-Balad weekly magazine in Ramallah (1996). He also served as Editor-in-Chief of Huqooq Al-Nas magazine (1997–2003) and Managing Editor of Tasamoh magazine (2004–2010). He has published numerous articles on democracy and human rights. In the field of human rights, Mr. Abu Hasheesh held the position of Director of Field Research and Media at the Law Society (1995–2003), where he was responsible for preparing press releases, human rights reports, annual reports, and representing the organization in conferences and media appearances. He later served as Director of the West Bank Branch of the Palestinian Centre for Human Rights (2003–2019), where he managed field researchers, prepared weekly reports on violations, authored press releases, and contributed to annual human rights reports while representing the center in national and international forums. He has participated in numerous regional and international conferences in countries including Jordan, Lebanon, UAE, Egypt, Yemen, Morocco, and Palestine. He has also received training in international humanitarian law, human rights law, freedom of expression, women’s rights, disability rights, and documentation skills. Mr. Abu Hasheesh is an active member of several unions and institutions, including the General Union of Palestinian Writers and Journalists since 1982, and the General Secretariat of the Palestinian Writers and Authors Union (2011–2018). He is also a founding member and board member of the Ramallah Center for Human Rights Studies, President of the Ougarit Cultural Center, and a board member of the Palestinian Agricultural Relief Committee (PARC) across four separate terms. He has authored numerous research papers and books on human rights, including works on freedom of expression, the Palestinian judicial system, political rights, and civic issues, as well as several poetry collections and literary works. Overall, he is a prominent Palestinian journalist, intellectual, and human rights figure with a long-standing contribution to media, advocacy, and civil society development.

Dr. Abed El-Raziq Salama is a distinguished academic and national expert in the field of Food Technology and Food Safety in Palestine. He holds a Ph.D. in Agriculture (Food Technology) from Alexandria University and brings over 25 years of academic and practical experience. He serves as an Associate Professor at the Faculty of Agriculture and Environment at Al-Azhar University in Gaza, where he has held several leadership positions, including Dean of the Faculty and Director of the Food Analysis Laboratory. He has also contributed extensively to teaching, curriculum development, and supervising numerous master’s theses in food safety and nutrition. Dr. Salama has extensive consulting experience in quality management and food safety systems, including HACCP, GMP, and ISO standards. He has supported the development of quality systems within the Palestinian food sector and participated in multiple training programs and projects in collaboration with international organizations such as USDA and UNICEF. He is an active member of several professional bodies and currently serves as Secretary of the Board of the Agricultural Development Association (PARC), contributing to agricultural and development programs, particularly in food security and community resilience. Dr. Salama has published several peer-reviewed research papers and participated in international conferences. He is recognized for his ability to bridge academic knowledge with practical field applications to support the development of the agricultural and food sectors in Palestine.

Mr. Mohammed Ali Al-Naga is an experienced humanitarian professional with over 32 years of expertise in humanitarian work, healthcare, and institutional management. He has been recognized among the top 10 humanitarian figures in the southern Gaza Strip in appreciation of his outstanding contributions to community service and the development of the health sector. He currently serves as a Board Member of Sahem for Cancer Patients in Rafah, where he contributes to patient support, monitoring, and the supervision of educational and psychosocial programs for cancer patients. He is also a Board Member of REEF for Financial Services (non-profit company), where he contributes to policy development and oversees small project financing aimed at strengthening the Palestinian economy. Since 2012, he has been serving with the Palestinian Agricultural Relief Committee (PARC) as a Board Member and Head of the Control Committee, contributing to governance, accountability, and coordination with various institutions. He has also held key leadership roles in managing Al-Aqsa Clinic during emergency periods, ensuring the provision of medical services and coordination with the Ministry of Health and partner organizations. From 1991 to 2023, he worked as Programs and Projects Manager at Al-Ahli Arab Hospital in Gaza, where he led and implemented numerous health and psychosocial programs, managed partnerships with local and international organizations, and coordinated major initiatives such as cancer awareness campaigns, mental health support programs, and emergency medical interventions. He holds a Bachelor’s degree in Psychology and Sociology from Bethlehem University, and a Higher Diploma in Organizational Development from Al-Quds University. He has also participated in numerous professional trainings in NGO development, monitoring and evaluation, and leadership capacity building. Overall, Mr. Mohammed Ali Al-Naga is a prominent leader in humanitarian and health sectors, with extensive experience in management, coordination, strategic planning, and collaboration with local and international partners.

Ms. Hanan Saliba Banoura is a registered nurse and midwifery specialist with a professional career that combines specialized healthcare practice with women’s empowerment, trade union, and community engagement in Palestine. She holds a Bachelor’s degree in Nursing from the University of Jordan (1980) and a Higher Diploma in Midwifery from Bethlehem University (1994), which strengthened her expertise in maternal and child health and primary healthcare services. Professionally, she worked in several prominent health institutions, including Al-Makassed Hospital and the French Hospital in Bethlehem, where she served until her retirement in 2021. Throughout her career, she provided advanced nursing and midwifery services for many years. She also contributed to academic and practical training as a clinical instructor for nursing students at Bethlehem University and Hebron University. In addition, Ms. Toubah is actively engaged in women’s and community work. She is a founding member of the Women’s Work Development Association since 1980. She has also been involved in emergency and health committees in Beit Sahour and has participated in trade union activities through the Independent Trade Unions Federation, reflecting her commitment to public service and community development. Her career represents a strong example of professional nursing, community health engagement, and women’s empowerment in Palestine.

Eng. Imad Nasr is a distinguished professional in the field of Civil Engineering and Construction Project Management, with over three decades of extensive experience in infrastructure and construction projects. He holds a Master’s degree in Civil Engineering from Rostov University (former Soviet Union) in 1987, with a “Very Good” grade. He has held several key technical and managerial positions throughout his career. He is currently serving as Acting Area Maintenance Engineer at UNRWA since 2003, overseeing maintenance operations for various facilities. Previously, he worked as a Project Manager in local construction companies, a Site Engineer with UNRWA, and with CHF on community development projects in the Gaza Strip.

Eng. Lutfi Abu Hashish is a highly experienced professional in the field of Civil Engineering and Construction Project Management, with over four decades of extensive experience in design, supervision, and implementation of infrastructure and construction projects. He holds a Bachelor’s degree in Civil Engineering (Structural) from the University of Sulaymaniyah, Iraq. Throughout his career, he held key technical and leadership roles, most notably as a Construction Engineer and Head of the Construction Unit at UNRWA in the West Bank, where he supervised major projects including schools, health centers, community facilities, and hospitals, as well as the upgrading and rehabilitation of existing infrastructure. Eng. Abu Hashish has also worked as a consultant with several international organizations, including Polish Humanitarian Action (PAH) and International Management Group (IMG), contributing to the implementation and monitoring of municipal and infrastructure projects funded by the European Commission. His responsibilities included preparing engineering designs, tender documents, technical specifications, and overseeing construction quality and progress. He has extensive expertise in contract management, tendering processes, damage assessment, and engineering arbitration, and is a certified arbitrator registered with the Palestinian Ministry of Justice. He currently manages his private engineering office in Beit Sahour, providing design, supervision, and consultancy services. In addition, he served as a member of Beit Sahour Municipal Council, contributing to urban planning and financial committees, reflecting his strong background in local governance and institutional work. Eng. Abu Hashish is recognized for his strong leadership, technical expertise, and ability to deliver sustainable engineering solutions that meet community needs.

Ms. Manal Ibrahim Abdel Latif Al-Shammali, born in Gaza in 1971, holds a diploma in Arabic Language from Al-Azhar University. She has extensive experience in community, women’s, and administrative work, having served in several leadership positions, including chairing and membership roles in various local associations and civil society organizations, as well as active involvement in committees and community-based projects. She has long-standing experience in kindergarten education and summer camp management, where she worked for many years as a director, educator, and facilitator. She is also actively engaged in women’s empowerment, union work, and community committees. Ms. Al-Shammali has participated in numerous specialized training courses in management, strategic planning, governance, disaster management, human rights, and capacity building, which have strengthened her skills in reporting, project management, communication, and decision-making. She is considered an active community figure with a strong presence in civil society and women’s organizations, demonstrating strong leadership, coordination, and organizational skills.

Mr. Saher Ahmed Salim Sarsour, born on 1/12/1978 in Surra, is a Palestinian national and currently resides in Nablus. He is married. He holds a Bachelor’s degree in Education from An-Najah National University, graduated in 2007 with a “Good” grade (70.2), in addition to a high school diploma from Surra Boys Secondary School (1998). He has extensive experience in community, legal, and human rights work. He currently serves as the Director of the Jerusalem Legal Aid and Human Rights Center – Northern Branch. He also worked with the Development Work Center (Ma’an) within a project supporting popular committees in monitoring activities, and participated in numerous conferences and workshops with various human rights and development organizations. He has held several leadership and union positions, including membership in the Students’ Council at An-Najah National University, Coordinator of the Popular Campaign to Resist the Wall and Settlements in Salfit Governorate, and founding member of several youth and grassroots organizations. He also holds prominent trade union roles, including Head of the Policies, Research and Strategy Department at the General Federation of Palestinian Trade Unions, and member of its General Secretariat. He has participated in numerous training courses in human rights, documentation and monitoring, advocacy, strategic planning, leadership, and media. He possesses strong skills in teamwork, communication with different community groups, and computer applications (Microsoft Office: Word, Excel, PowerPoint, FrontPage). He is fluent in Arabic and has very good command of English and good command of Hebrew. Overall, he is considered an active figure in human rights, trade union, and community work in Palestine.

Ms. Nihaya Hammoudeh is a Palestinian development expert specializing in rural development, capacity building, gender, and agricultural development. She holds a Master’s degree in Sustainable Rural Development with a specialization in Capacity Building from Al-Quds University (2007), and a Bachelor’s degree in Agronomy from the University of Jordan (1985). She has been working with the Agricultural Development Association (PARC) since 1986, where she has held several senior leadership positions. Her roles have included Director of the Rural Women Development Department, Director of the Extension and Land Development Department, Director of the Capacity Building Department, Head of the Gender Team, and Director of the Credit and Savings Association for rural women. Since 2019, she has been serving as Director of the Lobbying & Advocacy Department, and previously worked as General Director Consultant, focusing on institutional development, capacity building, and gender mainstreaming. Ms. Hammoudeh has extensive experience in rural development programs, women’s empowerment, microfinance, agricultural extension, and civil society development. She has led and contributed to numerous projects supporting rural women, farmers, and youth organizations across Palestine. She has participated in a wide range of regional and international training courses and conferences in areas such as project management, strategic planning, gender, microfinance, communication skills, and sustainable livelihoods, held in countries including Jordan, Italy, Nepal, Bangladesh, Thailand, Indonesia, Morocco, and Yemen. In addition, she has conducted and contributed to multiple research studies focusing on rural women, gender dynamics, civil society development, microfinance, and agricultural development in Palestine. She has also published research on rural women’s empowerment based on her work with PARC. Ms. Hammoudeh is actively engaged in several professional and governance roles, including membership in agricultural engineers’ associations, microfinance networks, cooperatives, and national employment and development councils. Overall, she is a highly experienced leader in rural development and gender programming, with a strong record in institutional leadership, policy advocacy, and capacity building in Palestine.

Mr. Raed Ali Abu Yusuf, born on 1/11/1969 in Halhoul, is a Palestinian agricultural mechanical engineer with strong experience in agricultural machinery and cooperative development. He holds a degree in Agricultural Mechanical Engineering from the Montpelier Agricultural Research Institute, France (1994). He began his professional career as Head of the Agricultural Machinery Department at the Agricultural Development Association (PARC) in Jericho (1994–1997). Since 1998, he has been working independently in the field of agricultural machinery, in addition to being a farmer and grape producer. Mr. Abu Yusuf is actively involved in cooperative and community development activities. He has been a Board Member of the Palestinian Agricultural Cooperatives Union since 2021, and serves as President of Al-Sanabel Cooperative for Grape Processing in Halhoul. He is also a member of the General Assembly of the French Association for Solidarity with the Palestinian People and a board member of the Hebron-France Association. He is fluent in Arabic, French, and English, which supports his engagement in both local and international professional and cooperative networks.

Mr. Hashem Barahmeh is a highly experienced consultant with over 25 years of professional expertise in institutional development, strategic planning, community development, local governance, and monitoring and evaluation. He has worked extensively with government ministries, public institutions, local authorities, civil society organizations, cooperatives, and Palestinian camps. Throughout his career, he has led and contributed to the design, implementation, and evaluation of development programs funded by major international donors, including the World Bank, GIZ, UNRWA, AFD, WE EFFECT, CARE, and the European Union. Mr. Barahmeh brings advanced expertise in institutional and program evaluations, development of strategies and implementation plans, theory of change design, public policy development, and the establishment of operational systems and procedural guidelines. His work has significantly contributed to enhancing transparency, accountability, community participation, and the quality of public services. He has held several senior leadership and advisory roles, including Advisor to the Minister of Labor for Institutional Development, Acting Director General at the Palestinian Agricultural Relief Committees (PARC), and senior expert in community development and planning within national and international programs. Mr. Barahmeh is known for his strong leadership in managing multidisciplinary teams, coordinating with stakeholders, and delivering capacity-building programs and training for public sector staff, civil society organizations, and local authorities. He holds a Master’s degree in Conflict and Development Studies, a Higher Diploma in Rural Development and Institution Building from Al-Quds University, and a Bachelor’s degree in English Literature, Economics, and Political Science from the University of Pune, India. He is fluent in Arabic (native) and English.
