تُعلن جمعية التنمية الزراعية (الإغاثة الزراعية) عن طرح عطاء / استدراج عروض اسعار بالظرف المُكتمل المُغلق المختوم / الموقع، ضمن مشروع Me Response Project والممول من GIRO555 والذي تُنفّذه جمعية التنمية الزراعية (الإغاثة الزراعية) بالشراكة مع منظمة كير الدولية وهما المسؤولتان عن التعاقد ومراقبة ومتابعة الأعمال المُطلوبة.

The Agricultural Development Association (Agricultural Relief) announces a tender/invitation for quotations in a completed, sealed, and signed envelope, within the Me Response Project, funded by GIRO555 and implemented by the Agricultural Development Association (Agricultural Relief) in partnership with CARE International, which are responsible for contracting, monitoring, and following up on the required work.

Application requirements

 

1.       يحق لأي مُتقدم التقدم.

Any applicant is eligible to apply-1

▪          المُتقدم الذي يمتلك ملف ضريبي يحق له التقدم، ويجب ان يكون مُسجل في دوائر الاختصاص التابعة للسلطة الوطنية الفلسطينية، ويكون لديه القدرة والجاهزية على تنفيذ الاعمال المطلوبة، ويقدم عرضَ واحد (مالي).

Applicants with a tax file are eligible to apply. They must be registered with the relevant departments of the Palestinian National Authority, have the capacity and readiness to carry out the required work, and submit a single (financial) offer.

2.       العملة الرئيسية يورو أوروبي

2-The main currency is the European Euro.

3.       الأسعار غير شاملة ضريبة القيمة المضافة، لأن المشروع معفي من ضريبة القيمة المضافة.

PRICES DO NOT INCLUDE VAT, AS THE PROJECT IS EXEMPT FROM VAT.-3

4.       الأسعار يجب أن تشتمل على جميع المصاريف والتكاليف اللوجستية ذات الصلة، واللازمة لنقل / توريد / تسليم / تنفيذ الأعمال المطلوبة.

4-Prices must include all relevant logistical expenses and costs necessary for the transportation/supply/delivery/implementation of the required works.

5.       المُتقدم يجب أن يكون مُتخصصاً في المجال المطلوب.

The applicant must be specialized in the required field-5

6.       المُتقدم يجب أن يكون من ذوي الخبرة والكفاءة العالية في المجال المطلوب.

The applicant must have high experience and competence in the required field-6

7.       المُتقدم يلتزم بتسعير جميع جدول / جداول الكميات والأسعار ويكون التسعير في المكان المُخصص للتعبئة بواسطة الحاسوب أو قلم حبر أزرق جاف فقط، مع الالتزام بتسعير جميع البنود، ويعتمد سعر الوحدة بناءً على سعر العرض المُقدم، ويجب أن يكون سعر الوحدة الواحدة شاملة لكافة تبعاتها، ويجب أن يكون سعر كُل بند منفصلاً عن البنود الأُخرى من المجموع الكلي، والذي يُستخدم في حالة التجزئة.

7-The applicant is committed to pricing all the quantity and price tables/tables. Pricing shall be done in the designated place for filling out by computer or using a blue ballpoint pen only, while committing to pricing all items. The unit price shall be based on the submitted bid price. The price of a single unit must include all its consequences. The price of each item must be separate from the other items of the total, which is used in the case of division.

8.    جمعية التنمية الزراعية (الإغاثة الزراعية) غير مُلزمة بقبول أقل الأسعار مع إبداء الأسباب، وهي صاحبة القرار في تجزئة عطاء / استدراج عروض أسعار، أو عدم التجزئة بما يخدم ويحقق مصلحة العمل، ويحق لها تجزئة البنود / الكميات الموضحة في جدول / جداول الكميات والأسعار على أكثر من مورد عند الضرورة أو التأجيل أو الإلغاء، وبما يخدم ويحقق مصلحة العمل، ويحق لها حذف بند أو أكثر من البنود / الكميات الموضحة في جدول / جداول الكميات والأسعار، وبما يتناسب مع الميزانية المُخصصة للأعمال المطلوبة.

8-The Agricultural Development Association (Agricultural Relief) is not obligated to accept the lowest prices, provided that reasons are given. It is the decision-maker in dividing a bid/invitation for quotations, or not dividing it in a manner that serves and achieves the interest of the work. It has the right to divide the items/quantities shown in the table/tables of quantities and prices among more than one supplier when necessary, or to postpone or cancel, in a manner that serves and achieves the interest of the work. It has the right to delete one or more items/quantities shown in the table/tables of quantities and prices, in a manner that is consistent with the budget allocated for the required work.

9.    جمعية التنمية الزراعية (الإغاثة الزراعية) يحق لها تصحيح أيّ أخطاء حسابية ترد في جدول / جداول الكميات والأسعار ودون الرجوع إلى المُتقدم. 

9-The Agricultural Development Association (Agricultural Relief) has the right to correct any computational errors contained in the quantity and price table(s) without referring to the applicant.

10.   جمعية التنمية الزراعية (الإغاثة الزراعية) يحق لها دفع دفعة / دفعات للمُتقدم حسب الإنجاز الفعلي، وهذا الامر مُرتبط بإجراءات عملية النقل / التوريد / التسليم / التنفيذ للأعمال المطلوبة حسب الأصول.

10-The Agricultural Development Association (Agricultural Relief) has the right to pay an installment(s) to the applicant based on actual completion, and this matter is linked to the procedures for the transportation/supply/delivery/implementation of the required works according to the rules.

11.   جمعية التنمية الزراعية (الإغاثة الزراعية) تلتزم بالدفع للفائز بعطاء / استدراج عروض أسعار، حسب الاعمال النهائية المُنجزة / المُنفذة / المُستلمة خلال مدة زمنية لا تتجاوز خمسة واربعون يوماً من تاريخ نقل / توريد / تسليم / تنفيذ الأعمال المطلوبة حسب الأصول، ويشترط في الدفع إصدار الفواتير الضريبية الاصلية او المطالبة المالية الاصلية حسب الاصول، ويتم الدفع من خلال حوالة بنكية، شريطة توفر التمويل من الجهة المانحة عند استحقاق الدفعة.

11-The Agricultural Development Association (Agricultural Relief) is committed to paying the winner of the tender/bid invitation, according to the final works completed/implemented/received within a period of time not exceeding forty-five days from the date of transfer/supply/delivery/execution of the required works according to the rules. Payment is conditional upon issuing the original tax invoices or the original financial claim according to the rules, and payment is made through a bank transfer, provided that funding is available from the donor when the payment is due.

12.   جمعية التنمية الزراعية (الإغاثة الزراعية) يحق لها إضافة بنود و/أو أصناف و/أو خدمات جديده لم تذكر في جدول / جداول الكميات والأسعار، ويتفق الطرفان على تسعيرها وتسعر حسب الأسعار السائدة في السوق، وبما لا تتجاوز نسبة الأوامر التغيرية مُجتمعه. 

12-The Agricultural Development Association (Agricultural Relief) has the right to add new items and/or categories and/or services that are not mentioned in the quantity and price table(s), and the two parties agree on their pricing and they are priced according to the prevailing prices in the market, and not to exceed the percentage of the combined change orders.

13.   المُتقدم الراغب بالمشاركة يحق له استلام نسخة مجانية عبر موقع جمعية التنمية الزراعية (الإغاثة الزراعية) الإلكترونيّ www.pal-arc.org ابتداءً من يوم الثلاثاء الموافق 31/07/2025 أو باليد حسب العنوان: فلسطين / قطاع غزة / المحافظة الوسطى / دير البلح / مفترق مستشفى شهداء الأقصى / مكتب الإغاثة الزراعية الفلسطينية / الطابق الأول / وحدة المشتريات ، أو من الفروع باتصال مُسبق.

13-Applicants wishing to participate are entitled to receive a free copy via the Agricultural Development Association (PARC) website www.pal-arc.org starting from Tuesday 07/31/2025, or by hand according to the address: Palestine / Gaza Strip / Central Governorate / Deir al-Balah / Al-Aqsa Martyrs Hospital Intersection / Palestinian Agricultural Relief Office / First Floor / Purchasing Unit, or from the branches by prior contact.

14.   المُتقدم الذي يرغب بتسليم وثائق عطاء / استدراج عروض أسعار بالمُغلّف المُكتمل المُغلق المختوم / الموقع، يكون اخر موعد للتقديم، يوم الثلاثاء الموافق 05/08/2025 حــتى الساعة PM 02:00 حسب العنوان الموضح أعلاه.

14-The applicant who wishes to submit the tender documents/invitation for quotations in the completed, sealed, and signed envelope, the last date for submission is Sunday 08/03/2025 until 02:00 PM according to the address shown above.

15.  المُتقدم الفائز بعطاء / استدراج عروض أسعار، يجب عليه احضار ما يلي: 

The successful bidder/invitation for quotations must submit the following-15

?      توفير صوره عن إحدى شهادات التسجيل الصادرة من دوائر الاختصاص التابعة للسلطة الوطنية الفلسطينية، إذا كان غيرمُسجل في وزارة الاقتصاد الوطني.

- Providing a copy of one of the registration certificates issued by the competent departments of the Palestinian National Authority, if it is not registered with the Ministry of National Economy.

❖      شهادة مشتغل مرخص سارية المفعول واضحة مختومة ومُوقعة حسب الأصول، (وفي حال عدم توفرها لا تتحمل جمعية التنمية الزراعية (الإغاثة الزراعية) أي تبعات قانونية تجاه الدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية، بسبب أوضاع الحرب في قطاع غزة، وما نتج عنها من اغلاق للدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية). 

-A valid, clear, stamped, and duly signed licensed operator certificate (in the event of its unavailability, the Agricultural Development Association (Agricultural Relief) shall not bear any legal consequences towards the relevant government departments affiliated with the Palestinian National Authority, due to the war conditions in the Gaza Strip, and the resulting closure of the relevant government departments affiliated with the Palestinian National Authority).

❖      شهادة تسجيل تاجر سارية المفعول واضحة مختومة ومُوقعة حسب الأصول، (وفي حال عدم توفرها لا تتحمل جمعية التنمية الزراعية (الإغاثة الزراعية) أي تبعات قانونية تجاه الدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية، بسبب أوضاع الحرب في قطاع غزة، وما نتج عنها من اغلاق للدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية). 

 -A valid, clear, stamped, and duly signed merchant registration certificate (in the event of its unavailability, the Agricultural Development Association (Agricultural Relief) shall not bear any legal consequences towards the relevant government departments affiliated with the Palestinian National Authority, due to the war conditions in the Gaza Strip, and the resulting closure of the relevant government departments affiliated with the Palestinian National Authority).

?      توفير صورعن شهادات التسجيل الصادرة من دوائر الاختصاص التابعة للسلطة الوطنية الفلسطينية، إذا كان مُسجل  في وزارة الاقتصاد الوطني: 

 -Providing copies of registration certificates issued by the competent departments of the Palestinian National Authority, if registered with the Ministry of National Economy:

❖      شهادة مُراقب / مُسجل / سجل الشركة (تسجيل الشركة) سارية المفعول واضحة مختومة ومُوقعة حسب الأصول، وتُطلب إذا كانت مُتطلب للتسجيل، (وفي حال عدم توفرها لا تتحمل جمعية التنمية الزراعية (الإغاثة الزراعية) أي تبعات قانونية تجاه الدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية، بسبب أوضاع الحرب في قطاع غزة، وما نتج عنها من اغلاق للدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية). 

- A valid, clear, stamped and signed certificate of the auditor/registrar/company registry (company registration), required if it is required for registration (and in the event of its unavailability, the Agricultural Development Association (Agricultural Relief) shall not bear any legal consequences towards the relevant government departments affiliated with the Palestinian National Authority, due to the war conditions in the Gaza Strip, and the resulting closure of the relevant government departments affiliated with the Palestinian National Authority).

❖      شهادة مُراقب / مُسجل / سجل الشركة ( المفوضين بالتوقيع) سارية المفعول، واضحة مختومة ومُوقعة حسب الأصول، (وفي حال عدم توفرها لا تتحمل جمعية التنمية الزراعية (الإغاثة الزراعية) أي تبعات قانونية تجاه الدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية، بسبب أوضاع الحرب في قطاع غزة، وما نتج عنها من اغلاق للدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية). 

- A valid, clear, stamped and duly signed certificate from the company’s auditor/registrar/registrar (authorized signatories). (In the event of its unavailability, the Agricultural Development Association (Agricultural Relief) shall not bear any legal consequences towards the relevant government departments affiliated with the Palestinian National Authority, due to the war conditions in the Gaza Strip, and the resulting closure of the relevant government departments affiliated with the Palestinian National Authority).

❖      توفير صورة عن شهادة رخصة مهن سارية المفعول، واضحة مختومة ومُوقعة حسب الأصول، (وفي حال عدم توفرها لا تتحمل جمعية التنمية الزراعية (الإغاثة الزراعية) أي تبعات قانونية تجاه الدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية، بسبب أوضاع الحرب في قطاع غزة، وما نتج عنها من اغلاق للدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية). 

- Providing a copy of a valid, clear, stamped, and duly signed professional license certificate (in the event of its unavailability, the Agricultural Development Association (Agricultural Relief) shall not bear any legal consequences towards the relevant government departments affiliated with the Palestinian National Authority, due to the war conditions in the Gaza Strip, and the resulting closure of the relevant government departments affiliated with the Palestinian National Authority).

?      توفير صوره عن شهادة الخصم من المصدر سارية المفعول واضحة مُوقعة ومختومة حسب الأصول، ويكون موضحاً في شهادة الخصم من المصدر بان طبيعة اعماله تُخوله بمزاولة الاعمال المُتفق على تنفيذها، وإذا كان غير موضح في شهادة الخصم من المصدر بان طبيعة اعماله لا تُخوله بمزاولة الاعمال المُتفق على تنفيذها، يتحمل جميع النسب القانونية المتعارف عليها في قانون السلطة الوطنية الفلسطينية، (وفي حال عدم توفرها جمعية التنمية الزراعية (الإغاثة الزراعية) لا تتحمل أي تبعات قانونية تجاه الدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية، بسبب أوضاع الحرب في قطاع غزة، وما نتج عنها من اغلاق للدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية).

- Providing a copy of a valid, clear, signed, and stamped deduction certificate from the source, stating that the nature of his business entitles him to carry out the agreed-upon work. If it is not stated in the deduction certificate from the source that the nature of his business does not entitle him to carry out the agreed-upon work, he shall bear all the legal percentages recognized in the Palestinian National Authority Law. (In the event that it is not available, the Agricultural Development Association (Agricultural Relief) shall not bear any legal consequences towards the competent government departments affiliated with the Palestinian National Authority, due to the war conditions in the Gaza Strip, and the resulting closure of the competent government departments affiliated with the Palestinian National Authority).

?      توفير صوره عن شهادة براءة ذمة بخصوص ضريبة القيمة المضافة سارية المفعول واضحة مُوقعة ومختومة حسب الأصول، (وفي حال عدم توفرها لا تتحمل جمعية التنمية الزراعية (الإغاثة الزراعية) أي تبعات قانونية تجاه الدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية، بسبب أوضاع الحرب في قطاع غزة، وما نتج عنها من اغلاق للدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية). 

- Providing a copy of a valid, clear, signed, and stamped VAT clearance certificate (in the event that it is not available, the Agricultural Development Association (Agricultural Relief) shall not bear any legal consequences towards the relevant government departments affiliated with the Palestinian National Authority, due to the war conditions in the Gaza Strip, and the resulting closure of the relevant government departments affiliated with the Palestinian National Authority).

?      توفير صوره عن شهادة إثبات رقم حساب مع IBAN حسب عملة المشروع، سارية المفعول واضحة مُوقعة ومختومة حسب الأصول، وتستخدم هذه الشهادة لغايات التحويل البنكي، ويتحمل المسؤولية القانونية عن هذه الحسابات عند التحويل.

-Providing a copy of a valid, clear, signed, and stamped certificate proving the account number with an IBAN according to the project currency. This certificate will be used for bank transfer purposes, and the client will bear legal responsibility for these accounts upon transfer.

?      الانتباه عند إصدار الفواتير الضريبية الاصلية إذا كان موجود عليهما إشارة إحدى العملات غير إشارة العملة المراد الإصدار بها، والعمل على شطبها ووضع مكانها إشارة العملة المراد الإصدار بها، ومن ثم الختم والتوقيع على مكان الشطب، وبعد الانتهاء من إصدارها ختمها / توقيعها.

 -When issuing original tax invoices, be careful if they contain a currency symbol other than the one used for issuance. Cross it out and replace it with the currency symbol used for issuance. Then, stamp and sign the crossed-out location. After issuance, stamp/sign it.

❖     إصدار الفواتير الضريبية الاصلية بنسبة صفر (ضريبة القيمة المضافة) مختومة ومُوقعة حسب الأصول، وفي حال عدم القدرة على اصدار تصريح من وزارة المالية خاص بطباعة الفواتير الضريبية، جمعية التنمية الزراعية (الإغاثة الزراعية) لا تتحمل أي تبعات قانونية تجاه الدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية، بسبب أوضاع الحرب في قطاع غزة، وما نتج عنها من اغلاق للدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية).

- Issuing original zero-rated tax invoices (VAT), duly stamped and signed. In the event that it is not possible to obtain a permit from the Ministry of Finance to print tax invoices, the Agricultural Development Association (Agricultural Relief) shall not bear any legal consequences towards the relevant government departments affiliated with the Palestinian National Authority, due to the war conditions in the Gaza Strip, and the resulting closure of the relevant government departments affiliated with the Palestinian National Authority.

❖     إرسال الفواتير الضريبية الأصلية بنسبة صفر (ضريبة القيمة المضافة) التي تم إصدارها الى وزارة المالية من اجل ختمها وتوقيعها من دائرة ضريبة القيمة المضافة، (وفي حال عدم القدرة على ارسالها، جمعية التنمية الزراعية (الإغاثة الزراعية) لا تتحمل أي تبعات قانونية تجاه الدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية، بسبب أوضاع الحرب في قطاع غزة، وما نتج عنها من اغلاق للدوائر الحكومية ذات الاختصاص التابعة للسلطة الوطنية الفلسطينية).

- Send the original zero-rated tax invoices (VAT) that were issued to the Ministry of Finance for stamping and signing by the VAT Department. (In the event that it is not possible to send them, the Agricultural Development Association (Agricultural Relief) does not bear any legal consequences towards the relevant government departments affiliated with the Palestinian National Authority, due to the war conditions in the Gaza Strip, and the resulting closure of the relevant government departments affiliated with the Palestinian National Authority).

16.   إرسال الفواتير الضريبية الاصلية المُكتملة، التي تم إصدارها حسب الأصول الى جمعية التنمية الزراعية (الإغاثة الزراعية) خلال يومان عمل من تاريخ الطلب، على العنوان الاتي : فلسطين / قطاع غزة / المحافظة الوسطى / دير البلح / مفترق مستشفى شهداء الأقصى / مكتب الإغاثة الزراعية الفلسطينية / الطابق الأول / وحدة المشتريات ، وإذا لم تُسلم خلال المدة الزمنية المُتفق عليها يَفقد حقة في المطالبة بها.

16-Send the original, completed tax invoices, duly issued, to the Agricultural Development Association (Agricultural Relief) within two working days from the date of the request, to the following address: Palestine / Gaza Strip / Central Governorate / Deir al-Balah / Al-Aqsa Martyrs Hospital Intersection / Palestinian Agricultural Relief Office / First Floor / Purchasing Unit. If they are not delivered within the agreed upon time period, the applicant will lose the right to claim them.

17.   يلتزم المٌتقدم الفائز بعطاء / استدراج عروض اسعار بدفع أجور تكاليف الإعلانات (إذا لزم الامر)، وإذا لم تُدفع عند توقيع الاتفاقية، يتم خصمها تلقائياً من المستحقات المالية الخاصة به. 

17-The successful bidder is obligated to pay advertising costs (if required), and if they are not paid upon signing the agreement, they will be automatically deducted from his financial dues.
