Contract Type: Project-Based, based on project timeframe, with potential for extension (based on performance and funding availability)

1. Job Purpose Summary and Objectives

The Protection Field Supervisor plays a central role in ensuring high-quality, timely, and safe implementation of protection activities. The role is responsible for supervising field implementation, coordinating with community actors, overseeing installation and use of Early Warning and Documentation Systems, and ensuring adherence to protection standards, ethical documentation, safeguarding, GBV-safe referrals, and community-based protection principles.

The Field Supervisor acts as PARC’s focal point in targeted southern West Bank communities and ensures that all project activities—training, distribution, protection kits, early-warning systems, community initiatives, and awareness sessions—are delivered in line with humanitarian principles, Protection Cluster SOPs, and PARC internal policies.

Core job objectives include:

Ensure smooth, efficient, and protection-sensitive implementation of all field activities.
Provide direct supervision to service providers, technicians, and community protection groups.
Maintain strong coordination with community leadership, Protection Cluster actors, and project partners.
Ensure high-quality documentation, reporting, accountability, and adherence to protection standards.
Strengthen community capacities and ensure localized, inclusive approaches in all activities.
2. Roles and Responsibilities

A. Project Implementation & Coordination

Oversee day-to-day implementation of field activities according to the project work plan.
Ensure installation and functionality of Early Warning & Documentation Systems (solar-powered cameras, routers, DVR, cloud storage).
Coordinate with community representatives, village councils, and protection groups in targeted sites.
Supervise service providers (trainers, installers, protection kit suppliers) and ensure contractual compliance.
Conduct field assessments, safety mapping visits, and pre-/post-activity follow-up.
B. Protection & Safeguarding Compliance

Ensure all activities follow Protection Cluster SOPs, ethical documentation standards, and Do-No-Harm principles.
Apply protection mainstreaming, GBV risk mitigation, inclusion of PwD, and safe referral procedures.
Monitor community-level risks and escalate urgent protection concerns to the Project Coordinator.
Support implementation of child protection, GBV-safe, and psychosocial referral pathways.
C. Monitoring, Reporting & Documentation

Maintain accurate and timely field reports, attendance sheets, photos (with consent), distribution records, and installation verification forms.
Support MEAL officer with baseline/endline surveys, post-distribution monitoring (PDM), FGDs, and AAP processes.
Track incidents documented through community groups and ensure safe storage of sensitive data.
Produce weekly and monthly field updates reflecting progress, challenges, risk patterns, and recommendations.
D. Community Engagement & Capacity Building

Facilitate and supervise training and awareness sessions, ensuring women’s, youth, and PwD inclusion.
Provide ongoing technical support to Community Protection Groups (CPGs).
Support simulation exercises, safety mapping, and community-led initiatives.
Strengthen community-level referral focal points and ensure safe access to information.
E. Logistics & Quality Assurance

Receive materials, protection kits, equipment, and tools and verify quality and quantities.
Ensure proper distribution according to targeting criteria and documentation requirements.
Follow PARC procurement, logistics, and asset management procedures.
Monitor functionality of early warning systems, cameras, and kits; coordinate fixes/replacements when needed.
 

3. Main Tasks and Duties

Conduct regular field visits to all targeted communities in the southern West Bank.
Assure community selection and group formation based on approved criteria.
Support procurement through technical verification and BOQ review when required.
Facilitate coordination meetings with councils, OPDs, and local protection actors.
Ensure protective presence and accompany activities in high-risk communities when safe.
Support delivery of EORE-CPP awareness sessions and ensure adherence to licensing rules.
Ensure all field activities integrate gender, age, and disability considerations.
Collect, analyze, and report on community feedback and complaints (FCRM).
Participate in lessons-learned workshops and support exit/handover procedures.

Job Requirements:

4. Required Academic Qualifications

Bachelor’s degree in Sociology, Social Work, Law, Protection / Humanitarian Studies, Development, or a related field
Preferred: Specialized training in Protection, GBV-safe referrals, EORE/CPP, or safeguarding.
 

5. Required Experience

Minimum 3-5 years of relevant field experience in humanitarian or protection programming within the West Bank.
Demonstrated experience in supervising field teams or service providers.
Experience conducting community engagement, training, and field assessments.
Familiarity with settler violence contexts, Area C vulnerabilities, Bedouin communities, and movement restrictions.
Experience working with PwD, women’s committees, and vulnerable households.
6. Skills Required for the Job

A. Technical Skills

Strong knowledge of protection principles (Do No Harm, confidentiality, informed consent).
Understanding of ethical documentation, data protection, and digital safety.
Ability to monitor and troubleshoot early warning/documentation systems (basic tech skills).
Strong understanding of referral pathways (GBV, CP, MHPSS, legal aid).
Experience with community-based protection and safety mapping.
B. Behavioural Skills

C. Computer & Digital Skills

Proficiency in MS Office (Word, Excel, PowerPoint).
Ability to use tablets/mobile data collection tools (KOBO, Excel).
Familiarity with email-based reporting, cloud storage, and encrypted data handling.
Ability to learn basic functionality of solar-powered CCTV, DVR systems, and routers.
7. Languages Required

Arabic: Native.
English: Good writing and reporting skills.
8. Work Environment

Based in the South West Bank Field Office, with frequent travel to remote Bedouin and rural communities.
Field movement may be restricted due to closures, checkpoints, and security risks.
Requires flexible working hours and occasional evening field visits (based on community availability or risk escalation).
Must adhere strictly to PARC security protocols.
