In remarkable show of rapid emergency response, the Agricultural Development Association (PARC) has successfully rehabilitated a key 2.5-kilometer agricultural road in just 96 hours, restoring critical access for farmers and residents in three isolated villages in Tulkarem Governorate.

The road which had been severely damaged and blocked due to prolonged neglect and military restriction, serves as a primary route for farmers transporting goods and accessing their agricultural lands. Its rehabilitation is lifeline for over 1,200 residents across the villages of Shoufa, Kafr al-Labad, and Safarin, who had faced mounting challenges in maintaining their livelihoods.

Mr. Azmi Saleh, Head of the Shoufa Village Council, emphasized the importance of this intervention:
"The rehabilitated road provides access to farmland planted mainly with olive trees, along with around 200 dunums of greenhouses and several poultry farms. This road became the only access point for our village of 1,600 residents since the start of the war, following the closure of all village entrances. It directly benefits hundreds of farmers who collectively own more than 2,000 dunums of land."

After the Israeli occupation temporarily allowed to carry out road work, the Shoufa Village Council reached out to PARC, which immediately responded and mobilized its technical teams. Within just four days, the road was fully rehabilitated, including the delivery and application of 908 tons of (Base course) materials.

Munjed Abu Jeish, General Director of PARC, highlighted the organization’s strategic commitment to community resilience:
"At PARC, we respond immediately and without hesitation whenever and wherever urgent needs arise. This is central to our national strategy of rapid emergency intervention to support the resilience of Palestinian farmers and communities. We have significantly developed our administrative and operational systems to accelerate response time, especially after our impactful interventions during the war in Gaza and in the northern West Bank, particularly in Tulkarem and Jenin."

This story serves as a genuine example of the alignment between community will and institutional preparedness, reaffirming that the Agricultural Development Association (PARC) is not merely a service provider, but a strategic partner in resilience and sustainable development
