About PARC:

PARC is a pioneering national development organization established in 1983 by a group of Palestinian volunteers with the mission of strengthening the resilience of Palestinian farmers and marginalized groups, promote sustainable rural and agricultural development, and support community-based organizations to manage and protect their resources.

With over 40 years of experience, PARC has implemented hundreds of humanitarian and development programs across the West Bank and the Gaza Strip, benefiting thousands of Palestinian farmers, women, persons with disabilities, displaced households and beyond. With an emphasis on food security, natural resource management, economic and social empowerment, and advocacy for the rights of rural communities.

PARC operates through two headquarters in Ramallah and the Gaza Strip, 13 branch offices, and three training centers, reaching more than 180 localities each year. Backed by more than 200 professional staff and a strong volunteer network, the organization has built solid partnerships with local communities, universities, the private sector, and international donors.

Job purpose summary:

The Project Manager will oversee the full cycle of project management, from planning and implementation to monitoring and reporting. The role requires ensuring that activities are delivered on time, within scope and budget, and in line with donor and organizational requirements. The Project Manager will lead project teams, manage resources, and maintain strong coordination with partners, donors, and stakeholders. The position also carries responsibility for safeguarding PARC’s values, promoting accountability, and ensuring that all interventions meet the highest standards of quality and impact.

Key Responsibilities:

·         Lead the planning, implementation, and monitoring of assigned projects, ensuring alignment with organizational goals and donor requirements.

·         Develop detailed project work plans, budgets, risk assessments, and performance frameworks.

·         Supervise and provide guidance to project staff, consultants, and field teams to ensure quality delivery of activities.

·         Monitor project progress and ensure timely reporting of results, challenges, and lessons learned.

·         Oversee the financial management of projects, ensuring accuracy, accountability, and compliance with PARC and donor standards.

·         Build and maintain strong relationships with donors, partners, government institutions, and community-based organizations.

·         Ensure effective communication and collaboration across departments and with external stakeholders.

·         Promote cross-learning and integration of best practices within PARC’s programs.

·         Ensure gender equality, social inclusion, and community participation are mainstreamed across project activities.

·         Represent PARC in meetings, conferences, and coordination forums as needed.

Job Requirements:

Job Requirements:

Education & Professional Background

·         Bachelor’s degree in engineering, Business Administration, Development Studies, Project Management, or other related fields (Master’s degree is an advantage).

·         Minimum of 5–7 years of progressive experience in project management, preferably in development, agricultural, or humanitarian sectors.

·         Proven experience in managing donor-funded projects, including proposal development, budgeting, reporting, and compliance.

·         Experience in supervising teams and providing technical and administrative guidance.

·         Familiarity with policies and frameworks related to rural development, livelihoods, environment, and/or climate change is an asset.

Skills & Competencies

·         Strong leadership and team management skills.

·         Excellent planning, organizational, and problem-solving abilities.

·         Advanced reporting and analytical skills.

·         Excellent communication and negotiation skills, with the ability to represent the organization professionally.

·         Proficiency in MS Office applications; knowledge of project management tools is an advantage.

·         Excellent command of English and Arabic (written and spoken).

·         Ability to work under pressure and manage multiple priorities.
