Job Title: Shelter Field Supervisor

Location: Gaza Strip

Contract Type: Project-Based Contract
Duration: Based on project timeframe, with potential for extension (based on performance and funding availability)

1. Job Purpose Summary and Objectives

The Shelter Field Supervisor is responsible for supervising and coordinating the field-level implementation of emergency shelter and shelter rehabilitation activities under PARC’s Gaza Emergency Response. The position ensures that shelter interventions are implemented safely, timely, and in accordance with approved technical standards, humanitarian principles, and donor requirements.

The role focuses on day-to-day field supervision, technical quality control, community engagement, and coordination with beneficiaries, site committees, contractors, and Cash-for-Work (CFW) teams, while ensuring integration of protection, accountability, and safeguarding throughout implementation.

2. Roles and Responsibilities

  • Act as PARC’s primary field-level focal point for shelter activities in assigned locations.
  • Supervise shelter repair, rehabilitation, and emergency shelter support activities.
  • Ensure compliance with shelter technical standards, safety measures, and agreed designs.
  • Coordinate closely with project coordinator, Field Supervisors, CFW workers, vendors, and community representatives.
  • Support beneficiary targeting, verification, and household-level shelter assessments.
  • Monitor implementation progress, identify challenges, and propose corrective actions.
  • Ensure protection, inclusion, and safeguarding principles are respected during field activities.
  • Contribute to reporting, documentation, and lessons learned from the field.

3. Main Tasks and Duties

A. Technical & Programmatic Supervision

  • Supervise shelter repair and rehabilitation works at household and site levels.
  • Ensure correct use of shelter materials (tarpaulins, timber, insulation, fixings, etc.)
  • Support other supervisors in conducting shelter condition assessments and verification visits.
  • Monitor compliance with fire safety, weatherproofing, and structural safety measures.
  • Identify technical risks and escalate issues to the Shelter Project Manager

B. Field Coordination & Community Engagement

  • Coordinate daily activities with community leaders, site committees, and beneficiaries.
  • Support Cash-for-Work teams assisting vulnerable households (elderly, persons with disabilities)
  • Ensure smooth coordination with local vendors and service providers where applicable.
  • Address community concerns and relay feedback to the project team.

C. Monitoring, Reporting & Documentation

  • Track daily progress of shelter activities against approved plans.
  • Maintain field records (attendance, work completion, material usage)
  • Support MEAL teams during monitoring visits, post-distribution monitoring, and assessments.
  • Report delays, access constraints, protection concerns, or incidents promptly.

D. Protection, Accountability & Safeguarding

  • Ensure activities are conducted in a safe, dignified, and inclusive manner.
  • Support implementation of Feedback and Complaints Mechanisms (FCM) at site level
  • Uphold PARC’s Code of Conduct and Protection from Sexual Exploitation and Abuse (PSEA) standards.
  • Immediately report safeguarding concerns through established reporting channels
Job Requirements:

4. Required Academic Qualifications

  • Bachelor’s degree in civil engineering, Architecture, Construction Management, or a related technical field

5. Required Experience

  • Minimum 3–5 years of relevant field experience in shelter, construction, or infrastructure projects
  • At least 2 years of experience in humanitarian or emergency response settings (preferred)
  • Experience working in Gaza or similarly complex, access-restricted environments is a strong advantage.
  • Proven experience supervising field teams, laborers, or Cash-for-Work participants
  • Familiarity with emergency shelter, informal settlements, or IDP site operations is highly desirable.
  • Prior work with ECHO, EU, or INGO partners is a strong advantage.

6. Skills Required for the Job

Technical Skills:

  • Knowledge of emergency shelter repair and rehabilitation techniques.
  • Ability to prepare basic drawings, bills of quantities, and technical instructions.
  • Understanding of shelter safety, weatherproofing, and fire risk mitigation.
  • Familiarity with humanitarian shelter standards and quality assurance practices.

  • Ability to use mobile data collection tools (required).
  • Excellent command in ArcMap, GIS etc., (preferred).
  • Capacity to prepare clear field reports and activity summaries.

7. Other Requirements

Languages Required:

  • Native in Arabic.
  • Good command of English, especially technical terminology.

Work Environment:

  • Field-based role with frequent travel to displacement sites
  • Work may take place in challenging conditions (weather exposure, damaged infrastructure, security constraints)
  • Flexibility required to respond to emergency priorities and access limitations.
