Contract Type: Project-Based Contract
Duration: Based on project timeframe, with potential for extension (based on performance and funding availability)
Coordinates with: Project Manager, site Engineers, Field Coordinator, Social Worker, IM Officer, Procurement Officer, Contractors
1. Job Purpose Summary and Objectives
The Field Coordinator will be responsible for the day-to-day field-level implementation of shelter rehabilitation activities in Jenin.
The role ensures transparent beneficiary selection, effective coordination with community structures, close supervision of contractors and service providers, and compliance with humanitarian shelter standards, protection principles, and donor requirements.
The Field Coordinator serves as PARC’s primary focal point at the community level, ensuring that interventions restore safety, dignity, and adequate living conditions for displaced and vulnerable households in line with Shelter Cluster and donor standards
2. Roles and Responsibilities
- Coordinate and oversee field implementation of shelter rehabilitation activities.
- Ensure transparent and vulnerability-based beneficiary identification and verification.
- Liaise with camp popular committees, UNRWA, MoSD, landlords, and community leaders.
- Support legal agreement facilitation between beneficiaries and landlords.
- Monitor contractor performance and ensure quality assurance.
- Ensure protection mainstreaming (GBV risk mitigation, disability inclusion, privacy standards).
- Facilitate Feedback and Complaint Response Mechanism (FCRM).
- Support monitoring, documentation, and reporting processes.
- Ensure adherence to PARC internal procedures and donor compliance standards.
3. Main Tasks and Duties
A. Beneficiary Selection & Community Coordination
- Participate in household assessments and vulnerability verification visits.
- Coordinate with UNRWA, MoSD, and camp committees to validate beneficiary lists.
- Ensure prioritization of female-headed households, elderly-led families, and persons with disabilities.
- Facilitate signing of legal occupancy agreements with landlords.
- Activate and engage local committees to support implementation.
B. Implementation Oversight
- Conduct regular site visits to monitor rehabilitation works.
- Ensure works align with approved Bills of Quantities (BoQs).
- Coordinate closely with the Site Engineers.
- Report delays, risks, or deviations in implementation.
- Support handover process and beneficiary confirmation.
C. Monitoring & Documentation
- Collect field data (SADD – Sex, Age, and Disability Disaggregation).
- Support photographic documentation and satisfaction surveys.
- Participate in Focus Group Discussions (FGDs) where needed.
- Prepare weekly and monthly field reports.
- Support donor monitoring visits.
- Support MEAL teams during monitoring visits, post-distribution monitoring, and assessments.
- Report delays, access constraints, protection concerns, or incidents promptly.
D. Coordination & Representation
- Represent PARC at field-level coordination meetings.
- Maintain strong community relationships.
- Provide real-time updates where asked.
- Liaise with UNRWA, Ministry of Social Development (MoSD), camp committees, and local stakeholders.
- Ensure harmonization with other humanitarian actors to avoid duplication.
E. Protection, Accountability & Safeguarding
- Ensure privacy measures (secure doors, partitions, locks).
- Monitor accessibility adaptations for persons with disabilities.
- Support GBV risk mitigation measures in shelter upgrades.
- Promote awareness of FCRM and complaint channels.
- Ensure safe and confidential referral of protection concerns.
- Ensure protection mainstreaming across all project stages.
- Uphold PARC’s Code of Conduct and Protection from Sexual Exploitation and Abuse (PSEA) standards.
- Immediately report safeguarding concerns through established reporting channels
4. Required Academic Qualifications
· Bachelor’s degree in civil engineering, Architecture, Development Studies, or related field.
· Diploma holders with extensive field experience may be considered.
5. Required Experience
- Minimum 3 years of experience in the humanitarian context.
- Experience in Shelter/NFI projects preferred.
- Proven experience in beneficiary targeting and vulnerability assessment.
- Experience working with donors, Clusters, or similar donors is highly desirable.
- Experience in conflict-affected or displacement settings in the West Bank.
6. Skills Required for the Job
Technical Skills:
- Understanding of humanitarian shelter standards.
- Knowledge of protection mainstreaming principles.
- Familiarity with legal agreements related to shelter rehabilitation.
- Experience in contractor supervision and field quality control.
Behavioral Competencies:
- Strong community engagement and negotiation skills.
- High ethical standards and integrity.
- Ability to work under pressure in volatile contexts.
- Strong communication and interpersonal skills.
- Gender-sensitive and culturally aware approach.
Computer Skills:
- Proficiency in Microsoft Office (Word, Excel).
- Basic data management skills.
- Familiarity with Kobo, ODK, or digital data collection tools.
- WhatsApp and digital reporting tools for FCRM follow-up.
- Capacity to prepare clear field reports and activity summaries.
7. Other Requirements
Languages Required:
- Native in Arabic.
- Good English (written and spoken) preferred for reporting purposes.
- Knowledge of humanitarian terminology in English is preferred.
Work Environment:
- Field-based in Jenin with frequent field visits to the northern West Bank.
- Work under volatile security conditions may be required.
- Flexibility required to respond to emergency priorities and access limitations.
