Job purpose summary:
A Multi-Purpose Cash Assistance (MPCA) Field Supervisor is responsible for leading, coordinating, and overseeing the day-to-day operations of field teams (often enumerators or facilitators) in the assessment, registration, and distribution of cash assistance to beneficiaries. This role acts as a crucial link between field staff, program managers, and vulnerable populations, ensuring that aid is delivered efficiently, securely, and in accordance with humanitarian standards.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly
Main Tasks and Duties:
- Beneficiary Assessment and Registration: Oversees door-to-door assessments, targeting, and beneficiary registration according to program guidelines and organizational policies.
- Distribution Supervision: Assists with site selection, preparation, and the digital cash distribution process.
- Data Quality Control: Monitors the accuracy and completeness of collected survey data or registration forms before submission. Troubleshoots data collection tools (e.g., tablets/Kobo) and ensures regular backups.
- Reporting and Compliance: Prepares and submits operational reports, including beneficiary lists and distribution documentation, to project manager. Ensures adherence to humanitarian principles, security protocols, and code of conduct.
- Monitoring and Evaluation: Tracks program progress against daily/weekly targets and reports any issues or challenges immediately to project manager.
- Logistics Management: Manages field equipment (tablets, vehicles) and ensures all materials required for assessments or distributions are available
Qualifications, Requirements, and Competences:
- Experience: Usually 2–3 years of experience in humanitarian field operations, specifically in food security, livelihoods, or cash-based programming (CBP).
- Education: Bachelor’s degree in social sciences, development studies, or a related field (sometimes substituted by equivalent experience).
- Leadership: Proven ability to lead, mentor, and manage a team under pressure.
- Technical Skills: Proficiency in data collection tools (e.g., ODK, Kobo Toolbox) and Microsoft Office, particularly Excel.
- Communication: Strong interpersonal skills to handle sensitive situations with beneficiaries and local authorities.
- Adaptability: Capability to work in challenging, fast-paced, and insecure environments.
- Language: Fluency in local languages in addition to the working language of the organization
