PARC and DRC Hold Briefing on West Bank Protection Risk Assessment

date_rangeThe Palestinian Agricultural Development Association (PARC) and Danish Refugee Council (DRC) held a briefing session to present the findings of the West Bank Protection Risk Assessment (September 2025), The event was attended by a number of doners and representative offices in Palestine.
The assessment was carried out in 11 local and rural communities most of them located in Area C, which has been witnessing a sharp escalation of settler attacks and military raids since Oct 7, 2023. The data collection process was based on a participatory methodology that actively engaged Community Protection Committees (CPCs) established by PARC to ensure meaningful involvement of local resident in identifying and analyzing threats. The aim was to monitor and evaluate the current risks faced by rural communities and to support the development of local protection mechanism that help mitigate threats and strengthen community resilience in the shadow of war on Gaza and its repercussion.
The findings of the report were deeply concerning. It showed that 89% of residents reported feeling unsafe in their communities due to constant daily and weekly threats of settler violence and military operations, while 72% of respondents stated that they had experienced violence from settlers in the past 3 months.
The assessment also revealed that systematic violence against Palestinian in the targeted local communities, including military collusion in settler attacks, active cooperation through protecting and covering the settlers’ attacks, and inhumane treatment during riads such as intrusive home searches.
Furthermore, 94% of the respondents reported experiencing housing, land, or property violation during the past three months, creating a coercive environment that is driving further displacement. In addition to these violations, the report documented the sever socio-Economic & Psychological consequences affecting these communities, including the loss of livelihoods, restricted access to public services, worsening mental health conditions, increased isolation, and tearing of the social fabric.
The assessment concluded with a set of urgent recommendations emphasizing the need to scale up support to West Bank communities through localized and community-based responses that strengthen the resilience and protection. it also called for immediate international action to end unlawful killings, ensure compliance with International Humanitarian Law-IHL, and put an end to the prevailing culture of impunity. Finally, the report urged the activation of accountability mechanisms to hold the Israeli authorities responsible for violations committed across the West bank, including Area C, alongside urgent measures to end the coercive environment that threatens to displace even more Palestinians families from their homes in West Bank.
