Job Description – Agronomist Field Supervisor

Project: Anticipatory Action for Food Security: Cultivating Resilience in Gaza.
Donor: OCHA
Location: Gaza Strip
Contract Type: Full-time Project-Based
Reports to: Technical Director/Project Coordinator
Duty Station: Gaza, Middle Area, and Khan Younis

 

1. Job Purpose Summary and Objectives

The Field Supervisor – Agronomist will play a central role in supervising, coordinating, and delivering field-based agricultural activities under PARC’s implementation of project activities. The position ensures high-quality technical supervision, effective distribution of agricultural packages, and continuous agronomic coaching to households and community-led farming initiatives.

The role supports the project’s objective to restore household-level food production, enhance dietary diversity, and strengthen the resilience of families impacted by Gaza’s food system collapse. The Field Supervisor ensures that new households, previously assisted households, and community farming initiatives receive timely in-kind input support and intensive agronomic assistance, in line with OCHA and Food Security Sector (FSS) guidance.

2. Roles and Responsibilities

Key Functional Roles

  • Lead and supervise all agricultural field activities across Gaza, the Middle Area, and Khan Younis governorates.
  • Coordinate with all relevant stakholders on implementation, household verification, technical coaching, and real-time field problem-solving.
  • Ensure distributions and follow-up visits are conducted in alignment with FSS guidance, beneficiary selection criteria, and donor compliance.
  • Provide ongoing agronomic, irrigation, and crop-management coaching using context-appropriate, water-efficient methodologies.
  • Ensure timely reporting, Kobo-based data collection, and communication with MEAL teams to support monitoring and accountability requirements.
  • Maintain strong community engagement while safeguarding beneficiaries and preventing aid diversion.

3. Main Tasks and Duties

A. Implementation & Field Supervision

·        Supervise day-to-day field operations for the home-gardening support packages and community farming initiatives.

·        Conduct household verification according to agreed eligibility criteria (plot size, water access, safety, willingness to participate).

·        Coordinate distribution timelines with logistics teams to ensure kits are delivered within 24–48 hours post-procurement.

·        Support the establishment, rehabilitation, and productivity of home gardens and community-led plots.

B.  Technical Agronomic Support

·        Deliver tailored agronomic coaching to each household and initiative, including:

o   Seed/seedling selection

o   Irrigation set-up, maintenance, and water-efficient practices

o   Soil preparation and fertilization

o   Crop protection and pest-management.

o   Climate-appropriate cultivation methods

·        Offer remote technical support when movement/access restrictions occur.

·        Monitor crop progress, identify early warning signs, and provide corrective guidance.

C. Monitoring, Accountability & Reporting

·        Use Kobo and other digital tools for:

o   Process monitoring.

o   Post-Distribution Monitoring (PDM)

o   Follow-up garden assessments

·        Conduct on-site visits and participate in MEAL exit interviews and data collection.

·        Record field observations regularly and flag risks, challenges, or deviations.

·        Promote and reinforce the use of Oxfam’s confidential feedback hotline and PARC feedback channels.

D. Coordination & Complementarity

  • Coordinate beneficiary selection with FSS to avoid duplication.
  • Maintain regular communication with community committees and local partners.
  • Ensure complementarity with WASH and Protection cluster requirements (safe water sources, safe access to land). 

E. Risk Management

  • Identify field risks (movement restrictions, irrigation challenges, market volatility).
  • Adapt agronomic approaches to ensure continuity during movement restrictions (remote coaching, community focal points).
  • Follow safeguarding and aid-diversion mitigation protocols.

4. Required Academic Qualifications

  • Bachelor’s degree in agriculture, Agronomy, Horticulture, or related field.

5. Required Experience

  •  Minimum 3–5 years of proven experience working on agricultural, food security, or home-gardening projects in humanitarian or development settings.
  • Demonstrated experience in:
    - Vegetable production, greenhouse or open-field horticulture
    - Irrigation systems (drip irrigation, water-efficient technologies)
    - Community-based or household-based agricultural interventions
  • Experience working in Gaza's agricultural context, including an understanding of local markets and constraints.
  • Previous work with NGOs is highly desirable.
  • Experience using Kobo or other mobile data collection tools is an asset. 

6. Required Skills (Technical, Behavioural, Computer)

Technical Skills

  • Strong knowledge in Agronomy and horticulture, Sustainable and climate-smart agricultural practices, Drip irrigation and irrigation-water optimization, Pest, disease, and soil management.
  • Ability to design and manage home-gardening systems.
  • Strong familiarity with emergency response agricultural programming.
  • Familiarity with climate-appropriate cropping and low-water techniques.
  • Competence in data collection tools (Kobo, ODK, Excel).

Soft Skills

  • Strong communication and community-mobilization skills.
  • Ability to work under pressure in volatile and insecure environments.
  • High integrity, professionalism, and respect for PARC’s humanitarian principles.
  • Problem-solving and quick adaptive decision-making.
  • Ability to work collaboratively with partner teams (PARC/Oxfam) and community structures.
     

Computer Skills

  • Proficiency in MS Office (Excel, Word, Outlook).
  • Experience with Kobo or digital MEAL tools.


7. Other Requirements & Recommendations

Languages

Arabic: Required (native)
English: Required (intermediate).

Work Environment

  • High-movement, field-based role covering multiple governorates (Gaza, Middle Area, Khan Younis).
  • Requires flexibility due to access challenges, security conditions, and sudden schedule changes.

May require remote or hybrid support during movement restrictions.
