Job Description – MEAL Assistant

Project: Gaza Emergency Response
Duty Station: Gaza Strip ( one in North Gaza and one in South Gaza)
Contract Type: Project-Based
Department: Monitoring, Evaluation, Accountability and Learning (MEAL)
Reports to: MEAL Coordinator

1. Job Purpose Summary and Objectives

The MEAL Assistant will support the implementation of PARC’s Monitoring, Evaluation, Accountability, and Learning activities under the Gaza Emergency Response funded by donors. The role ensures that project data is collected, verified, stored, analysed, and reported in alignment with donor requirements and PARC’s accountability standards.

The MEAL Assistant contributes to strengthening evidence-based decision-making, ensuring that affected populations have safe and accessible channels to voice concerns and feedback, and supporting learning processes throughout the project cycle.

Key Objectives:

  • Support the establishment and implementation of MEAL tools, systems, and reporting structures.
  • Ensure high-quality quantitative and qualitative data collection across the project locations.
  • Facilitate accountability mechanisms, including feedback and complaints channels.
  • Support periodic assessments, monitoring visits, and after-action reviews.
  • Contribute to donor reporting and documentation of lessons learned.

2. Roles and Responsibilities

  • Assist in planning, coordinating, and implementing MEAL activities in the field.
  • Ensure high-quality data collection, entry, cleaning, and safe storage.
  • Maintain accountability systems aligned with international standards (CHS – Core Humanitarian Standard).
  • Support teams in applying MEAL tools (checklists, PDM, observation sheets, beneficiary verification forms, etc.).
  • Conduct regular monitoring field visits to project sites.
  • Support learning events, evaluations, and documentation of project success stories.
  • Ensure that community feedback mechanisms are functional, safe, and inclusive.
  • Liaise closely with field teams to ensure timely reporting of project indicators.

3. Main Tasks and Duties

Monitoring

  • Conduct routine field monitoring visits to distribution sites, activities, cash assistance activities, and community engagement events.
  • Administer surveys, registration verification, and beneficiary satisfaction questionnaires.
  • Support baseline, midline, and endline assessments.
  • Follow up with field teams on indicator progress and data gaps.

Evaluation & Data Management

  • Enter and clean collected data using PARC templates and digital systems (e.g., Kobo Toolbox, XLS, Google Sheets).
  • Support data analysis and preparation of MEAL dashboards.
  • Prepare simple graphs, tables, and summary reports.
  • Assist in preparing evaluation inputs required by donors.

Accountability

  • Support management of PARC’s Complaints and Feedback Mechanism (CFM): hotline, WhatsApp, complaint boxes, and field interactions.
  • Log, categorise, and follow up on feedback according to the SOP.
  • Ensure confidentiality, do-no-harm principles, and survivor-centred referral in protection-sensitive cases.

Learning

  • Assist in documenting lessons learned, best practices, and case studies.
  • Support learning workshops, debriefings, and reflection sessions with staff and partners.

Reporting

  • Prepare weekly and monthly MEAL summaries.
  • Provide indicator progress updates for donor reporting.
  • Submit timely MEAL inputs to the MEAL Officer and project team

4. Required Academic Qualifications

  • Bachelor’s degree in Statistics, Data Science, Economics, Social Sciences, or any related field.
  • Additional MEAL or humanitarian response training is an added value.

5. Required Experience

  • At least 2 years of experience in humanitarian projects, preferably in MEAL or data collection roles.
  • Experience working in emergency response, cash assistance, food security, agriculture, or protection-related programs.
  • Practical experience in fieldwork inside Gaza.
  • Familiarity with international donor reporting systems is a strong asset.

6. Skills Required for the Job

Technical Skills

  • Strong skills in data collection tools: Kobo Toolbox / ODK.
  • Good knowledge of MEAL concepts, indicator tracking, PDM, and accountability frameworks.
  • Ability to conduct interviews, FGDs, and KIIs.
  • Data cleaning and basic analysis skills.

Behavioural Skills

  • High integrity, confidentiality, and respect for humanitarian principles.
  • Strong communication and interpersonal skills with diverse communities.
  • Ability to work under pressure, in difficult conditions, and within emergency contexts.
  • Teamwork, proactiveness, attention to detail, and problem-solving skills.


Computer Skills

  • Proficiency in Microsoft Office (Excel, Word, PowerPoint).
  • Experience with data visualization tools (Power BI, Google Data Studio) is an advantage.
  • Comfort working with tablets/smartphones for digital data collection.

7. Other Requirements & Recommendations

Languages Required

  • Arabic: Native.
  • English: Good written and verbal skills, especially for reporting.

Work Environment

Ability to travel to multiple locations within the Gaza Strip, depending on security conditions.
