1. Background

The Agricultural Development Association (PARC) is Leading the Endurance – Smart Agriculture Practices for Sustainable Land Development and Irrigation Water Management in Palestine project, funded by the European Union and being implemented by Palestinian Agricultural Institutions coalition (PAIC) including PARC, ALARD, MAAN, PHG, ARIJ and LRC. The project aims to enhance sustainable land use, improve water management, promote community resilience, and strengthen institutional capacities through evidence-based policy engagement and community-driven advocacy.

To support the project’s impact on national and local policy processes, PARC seeks to recruit a qualified Lobbying and Advocacy Officer to lead advocacy, networking, community mobilization, and policy engagement across the targeted clusters and institutional stakeholders.

 
2. Purpose of the Position

The Lobbying and Advocacy Officer will be responsible for organizing, leading, and operationalizing the project’s Lobbying and Advocacy-related interventions. The role aims to empower targeted communities and institutions to influence public policies related to sustainable land development, agricultural practices, water resource management, and rural resilience. The position seeks to support marginalized groups in shaping decisions that affect their future and ensuring a shift towards more inclusive and equitable governance processes.

 
3. General Duties and Responsibilities

3.1 Administrative and Managerial Role

  • Support PARC and the project manager in developing, refining, and implementing policies, procedures, and operational systems related to the advocacy and mobilization components of the project.
  • Supervise and coach the L&A activities conducted by the project partners.

3.2 Planning

  • Lead and contribute to project-based and annual planning for advocacy, mobilization, and policy engagement activities.
  • Participate in budget development and ensure cost-effective implementation of planned interventions within the project.
  • Develop detailed action plans that reflect the project’s objectives and EU requirements.

3.3 Coordination and Organization

  • Coordinate all advocacy and mobilization activities within the project partners.
  • Ensure adequate human and financial resources are available and efficiently utilized.
  • Liaise with project manager, branch offices, and relevant departments to guarantee smooth implementation.

3.4 Other Responsibilities

  • Undertake any additional tasks assigned by the organization that align with the role’s mandate.

4. Specific Duties and Responsibilities

4.1 General Lobbying and Advocacy Engagement

  1. Identify priority issues requiring urgent policy intervention and classify them based on importance and impact.
  2. Map stakeholders and classify them according to influence, power dynamics, and strategic relevance.
  3. Conduct scanning, monitoring, and analysis of issues affecting targeted communities and their relevance to national policy-making processes, particularly in agriculture and water sectors.
  4. Develop intervention strategies and convert project advocacy plans into concrete actions at local and national levels, in coordination with the Project manager.
  5. Supervise the preparation and updating of advocacy tools, guidelines, and manuals.
  6. Organize regular coordination meetings with project partners to ensure coherent implementation across clusters.
  7. Provide technical support, mentorship, and capacity-building to advocacy and field staff, strengthening both administrative and technical skills.
  8. Conduct performance evaluations of staff and recommend promotions, trainings, leaves, and incentives.
  9. Prepare and submit periodic reports (monthly, quarterly, and annual) to the project manager.

5. Required Qualifications

5.1 Education

  • Bachelor’s or Master’s degree in Economics, Business Administration, Public Policy, Development Studies, International Relations, or a related field.

5.2 Professional Training

  • Training in advocacy, policy influence, and political networking is an asset.
  • Training in community mobilization, campaigning, or coalition-building is an asset.

5.3 Experience

  • Minimum 5 years of experience in advocacy, mobilization, policy influence, or civil society leadership for candidates with a Bachelor’s degree.
  • Minimum 3 years for candidates with a Master’s degree.
  • Experience working with NGOs, INGOs and community-based organizations is required.
  • Prior experience in EU-funded projects or sector policy work is an asset.

  • Full professional proficiency in Arabic and English (reading, writing, and speaking).
