Job Purpose
The Project Manager will lead the planning, implementation, supervision, and reporting of all project activities, ensuring timely, high-quality delivery in line with donor requirements and organizational policies. The role includes overseeing the installation of Refugee Housing Units (RHUs), sanitation facilities, and water storage tanks, while ensuring effective coordination with community protection committees, contractors, local authorities, and humanitarian partners.
Key Responsibilities
- Lead the overall implementation of project activities according to the approved work plan, budget, and timeline.
- Supervise the installation of RHUs, latrines, showers, and water storage tanks, ensuring compliance with technical specifications, quality standards, and safety requirements.
- Monitor contractors, suppliers, and field teams to ensure timely and quality implementation.
- Coordinate with Community Protection Committees and relevant stakeholders to facilitate implementation and strengthen community participation.
- Oversee the implementation of awareness sessions, community engagement activities, and the complaints and feedback mechanism (CFM).
- Conduct regular field monitoring visits and ensure proper documentation of project activities.
- Prepare high-quality weekly, monthly, and donor reports, and monitor project indicators and budget utilization.
- Ensure compliance with donor requirements, humanitarian principles, Sphere standards, safeguarding, and organizational policies.
- Represent the organization in coordination meetings and maintain effective communication with partners and relevant authorities.
- Perform any other duties assigned by the supervisor relevant to the project.
Qualifications
- Bachelor's degree in Civil Engineering is preferred. Degrees in Architectural Engineering, Construction Management, Water and Environmental Engineering, or other relevant disciplines will also be considered.
- Professional registration with the Palestinian Engineers Association is an asset.
Experience
- Minimum 5 years of relevant experience in managing humanitarian or development projects.
- At least 3 years of experience supervising shelter, site management, infrastructure, rehabilitation, or WASH projects.
- Proven experience managing contractors, construction activities, and field implementation.
- Previous experience coordinating with community committees, local authorities, and humanitarian partners.
- Experience in donor-funded projects, monitoring, reporting, and budget follow-up.
Skills
- Strong project management and leadership skills.
- Excellent knowledge of construction supervision and quality assurance.
- Strong coordination, communication, and problem-solving skills.
- Excellent report writing skills in English and Arabic.
- Proficiency in Microsoft Office; knowledge of AutoCAD and Kobo is an advantage
